Unserved & Underserved Locations by State

This dataset provides a comparative view of broadband availability by state, using common speed thresholds of 25/3 and 100/20 Mbps. It can be used to compare unserved and underserved broadband levels across states and to understand today’s broadband access gaps. For policymakers, it’s a useful means for tracking the effects of public policy efforts to achieve universal broadband and for setting future priorities.

Competitors per Location by DMA

This dataset measures local broadband competition across DMAs by tracking the average number of fiber and cable providers per residential location. It can be used to understand local competitive environments, guide infrastructure investment and M&A, and enable policymakers to evaluate the effectiveness of broadband programs.

National Fiber Investment by ISP

Fiber is the clear focus of wireline broadband investment, and it’s crucial to monitor trends around who is building the most of it. This dataset ranks ISPs by the number of fiber locations added between the two most recent reporting periods. This data can be used to benchmark fiber build pace against peers, identify M&A targets, and infer investment strategies.

The size of ISP footprints can change quickly due to M&A activity, and the effects of transactions are not always captured in the FCC data. Cartesian tracks announced M&A activity to paint a clearer picture of the current US broadband landscape, providing a view of how ISPs rank (based on served locations) after accounting for disclosed M&A activity, allowing investors and ISPs to more easily identify peer groups and industry-wide effects of transactions.

Locations with a sole wireline broadband provider are candidates for footprint expansion from private investors and ISPs. In areas with sufficient household density, investors and ISPs seek to maximize revenue by prioritizing builds where competition is limited to a single cable or fiber provider. This dataset ranks DMAs by the number of one-provider locations and includes the changes compared to the previous reporting period.

Methodology

The “State of US Broadband” report relies primarily on FCC BDC data enhanced by Cartesian to provide additional context and deeper insight.

BDC Data:

Fixed broadband only
Residential only
ISP coverage as of June 30, 2025

Key Data Limitations:

Lag of at least 5 months at the time of publication
A single broadband location can represent multiple passed housing units in multifamily properties
Results of FCC BDC challenge process is not reflected upon initial BDC data release
Coverage data quality varies by ISP and how coverage is mapped to BSLs
Speeds are advertised speeds, not actual speeds
There are structural gaps in BDC reporting from some ISP types
(e.g., resellers, wholesale open access)

Cartesian processes BDC data using in-house rules that are applied consistently over time and across geography.
